Manchester City have told Inter that striker Mario Balotelli must be included in any deal for Carlos Tevez, according to Football Italia.
New Inter boss Rafa Benitez is said to be keen on taking Argentina international Tevez to Milan.
Tevez would be seen as a direct replacement for Diego Militio, who could join former Inter boss Jose Mourinho at Real Madrid.
Reports claim that Inter will offer £35 million for the former Manchester United and West Ham striker who would be keen to play Champions League football after City missed out on qualification.

According to some reports Carlos Tevez does not get on too well with Roberto Mancini and that can be the only reason Manchester City would even consider losing their top striker. The former Old Trafford hero has had a great first season at the club scoring at will and proving to Sir Alex Ferguson that perhaps he should have opted to sell Dimitar Berbatov and not the Argentine international.
Mario Balotelli is surely set to leave the Champions League winners after a series of bust ups with fans, team mates and coaching staff and he would probably welcome a move to the Premier League but will not be the type of player to keep on the bench.
The Italian under 21 international has undoubted talent but has temperamental issues that Jose Mourinho never managed to get to grips with and as a result he is probably the only Inter man not linked with a move to the Bernabeu.
Clearly any swap deal would surely see City getting some cash on top given that Tevez is very much the finished article whereas Super Mario is very much a player of great untapped potential.
