Surely a better comparison would be with Spain where their national team was suffering so they invested heavily in coaches at all levels of the football and that culminated in them winning the world cup. Or look at Germany also, how many Germans are playing in Germany and how successful their national team is.

There is no doubt that the national team is suffering because of English players inability / unwillingness to move abroad and so many foreigners are playing in the Premiership. Where players like Wilshire might benefit from playing alongside talent like Nasri and Fabregas.

I still believe that more English players in the Premiership can only be good for the national game. I remember when all the best English players would end up playing for the top 1 or 2 clubs, this really helped the national team become a TEAM and not a group of individuals.

However, this ruling only encourages the top clubs to scout the best foreign talent before it gets over 18.
