Ewood Park club gain head start on Anfield and Emirates rivals over hunt for striker.
Freiburg striker Papiss Cisse is the subject of an £11.5million bid from Blackburn Rovers according to the Bundesliga club.
The Daily Mirror reports the Ewood Park club have acted now to fend off interest from Liverpool and Arsenal.
The Senegal international has scored 22 goals in this season’s Bundesliga, helping Freiburg up to seventh, and has been linked with a host of clubs.
Arsenal and Liverpool are also among the clubs linked with a move for the 25-year-old, who is under contract until 2014.
Freiburg sporting director Dirk Dufner told Kicker: “I can confirm that Blackburn have made us an offer.”
Cisse last week expressed his happiness with life in the south west of Germany, in the face of speculation about a bid from Liverpool.
“Everyone is talking about me leaving the club,” he told Sudwestrundfunk. “But I have not received any concrete offers from another club.
“And as long as I do not receive anything like that, I am to stay on at Freiburg for sure. I enjoy being at this club, it is very tough to find a similar club.”
