Emirates club want Upton Park pair.
Arsenal manager Arsene Wenger will table a £15million bid for West Ham United duo Scott Parker and James Tomkins.
The Frenchman will hope to take advantage of the Hammers relegation clearout and get the pair at a bargain price.
Newly crowned Footballer of the Year Parker has been the subject of interest from Wenger for some time but is also on the radar of Tottenham Hotspur and Liverpool.
The Emirates boss will also make a move for defender Tomkins in an effort to sure up the leaky defence.
The 22-year-old is seen as cheaper and a more available target than Blackburn Rovers centre-back Phil Jones.
The duo will be allowed to leave if West Ham are relegated to the Championship along with other stars.
English players Mark Noble, Robert Green and Matthew Upson will all be at different clubs next season.
To add to the Hammers’ woes, striker Demba Ba and midfielder Thomas Hitzlsperger have already instructed their agents to find them new clubs in event of the drop.
“The financial implications of relegations don’t bare thinking about,” co-owner David Sullivan admitted.
“It’s a nightmare scenario and means we well probably have to inject a loan of between £20m and £40m.
“Relegation comes at an enormous cost. To say it’s disastrous under the current financial state of the club is an understatement.
“I have been relegated three times before and gained automatic promotion the following season. But this will hurt the most.
“We never envisaged being in this position. I can barely sleep at night worrying about this.”
