Ewood Park teenager in Old Trafford negotiations before he plays in Euro U21 Championships.
Blackburn Rovers defender Phil Jones is undergoing a medical with Manchester United ahead of a £16million transfer.
The 19-year-old starred at both centre-back and in midfield for Steve Kean’s side last season and had attracted interest from both Liverpool and Arsenal.
But United manager Sir Alex Ferguson seems have to beaten off the competition despite bookies earlier stopping taking bets on Jones moving to Liverpool.
Jones is expected to complete the deal before joining up with other United prospects Chris Smalling, Tom Cleverley and Danny Welbeck in the England U21 squad for the European Championships in Denmark.
Blackburn had hoped to hold on to the teenager for a while longer after he signed a one-year contract extension in February that committed him to Ewood Park until 2016.
He missed the early months of 2011 after suffering a torn cartilage in his right knee, but came back to finish the campaign strongly as Rovers avoided relegation.
United will spend a similar fee on Atletico Madrid goalkeeper David de Gea, as Ferguson looks to re-build following the retirement of Paul Scholes, Edwin van der Sar and Gary Neville.
