Liverpool are increasingly likely to sign Allen, 22, for around £12m.
Reds boss Brendan Rodgers, talking about Allen, said: ‘I have a great relationship with Swansea but if there is a market for any of the players, I would like to be in that market.’
Rodgers remains keen on Fulham’s Clint Dempsey too but Liverpool will have to balance the books with the likes of Andy Carroll, Craig Bellamy and even Charlie Adam possibly being moved on.

This source is taking Swansea City’s interest in Bolton midfielder Mark Davies as a sign that Michael Laudrup may be resigned to losing Joe Allen this summer, with Liverpool apparently ‘likely’ to snap up the Welsh international youngster.
Brendan Rodgers may well feel the need to improve his midfield options and will be more than aware of the potential pint sized maestro Allen possesses but will Swans chairman Huw Jenkins really consider offers from the former Liberty Stadium boss?
Having already signed Fabio Borini and Clint Dempsey said to be a likely capture, it stands to reason that the Liverpool boss may need to sell players to balance the books. Though the club’s American owners handed former boss Kenny Dalglish £120m to invest in new additions they also clawed back a fair sum on player sales, amassing around £70m from the sales of Fernando Torres, Raul Meireles and Ryan Babel alone.
Andy Carroll does seem likely to be on his way after Rodgers admitted he would listen to offers for the former Newcastle United man, similarly Craig Bellamy could also be sacrificed, which again is not all that much of a surprise given that the new Liverpool boss is looking to plan for the long term.
However the possibility of selling Scottish international Charlie Adam is more than a little surprising. Though the former Blackpool man didn’t set the word alight last term he was still far more consistent than fellow summer signings Stewart Downing and Jordan Henderson.
Though Adam struggled for goals he did weigh in with a fair few assists and is surely a player with a Liverpool future.
