The 22 year old Belgian was drafted into the Blues first team squad this season after a successful spell at Werder Bremen in 2012/12, however Jose Mourinho has barely used the youngster in recent months.
De Bruyne has made just two Premier League starts and the last of those came in late August so any good offer for his services would surely be considered.
Wolfsburg are ready to offer £17m for the Chelsea man, which would represent a sizable increase on the £6.7m the West London club paid Racing Genk.
