The Nerazzuri were knocked back with their initial approach for the player before the Christmas break, and technical director Marco Branca was rejected again when he came back for a second time after the window had officially opened.
However, the club are still confident of being able to push through a deal for the former Fiorentina man as they look to exploit City’s concerns over the player’s fitness by offering to take him on a six month loan deal with a view to turning it into a permanent one over the summer.
However, City may be reluctant to let the player go as they have just recently loaned fellow striker John Guidetti to Premier League rivals Stoke City for the remainder of the campaign.
City now only have three fit strikers on their books with Edin Dzeko, Sergio Aguero and Alvaro Negredo leading the attack.
City boss Manuel Pellegrini has said that he expects Jovetic to return from his latest injury – a hamstring strain – sometime next week.
