The Craven Cottage side are battling to avoid the drop and boss Rene Meulensteen could well do with more creativity in his midfield to balance out tough tackling types like Steve Sidwell and Scott Parker and a loan move could well act as a useful shop window for the young German international.
The 23 year old was said to be a Borussia Dortmund target but that move now seems off the table and Tim Sherwood can seemingly afford to sent Holtby on a temporary move away from White Hart Lane this month.
Tottenham paid just over £1m to bring in Holtby from Schalke last January but his price was only so low due to his contract with the Gelsenkirchen side being close to completion, now that the 23 year old is tied down to a Spurs contract until 2018 his value will be considerably higher so a move to Fulham could help attract prospective summer suitors.
Holtby has made just six Premier League starts this season, the last of which came back on Boxing Day.
