The 17-year-old twice came close to joining Tottenham in the summer, originally as part of a double deal with Dinamo Zagreb teammate Tin Jedvaj and later in a separate deal, but his father Saed reportedly the vetoed the moves.
Arsenal, Manchester City, Manchester United and Bayern Munich have also been linked with the playmaker, who is already a full Croatia international and has played in the Champions League for Dinamo.
Sky Sports says Barca have agreed a deal worth around €15m (£12.3m).
Halilovic confirmed the move on his Instagram account, posting the below picture, accompanied by the caption: “Thanks Dinamo Zagreb for everything!! My first club and biggest love!! Now is time to move on to Barcelona.”
