Messi is enduring a difficult season at the Nou Camp this season and is currently locked into negotiations with the club over a new deal, only the talks have been dragging out over the past few days.
And amid growing talk that the Argentine is considering a new challenge at the end of the season, City are said to be plotting a world-record move to bring him to English football.
Sources in Spain are now suggesting that City chiefs are in the process of putting together a massive £250m offer for the 26-year-old, a deal that would comfortably make him the world’s most expensive footballer.
City are also preparing to offer him a humongous pay packet that would surely dwarf the £300,000 per week that Wayne Rooney earns at cross city rivals Manchester United.
However, it is unknown as to whether Barcelona would entertain such an offer for their prized asset as their current transfer ban would stop them from signing a suitable replacement, but City will still press ahead believing that Messi could be talked into leaving the club.
