The 18-year-old winger is one of the most highly regarded young talents in the Championship at the moment, and has also impressed for England at youth level in his career so far.
Gray has also been strongly linked with Liverpool in the past, and it is thought that the Reds already have a deal in place with Birmingham following their loaning of Jordan Ibe to the St Andrew’s club last season.
This deal means that Liverpool have to be informed if Birmingham receive any bids for the outstanding young attacker, who is valued at around £2m by his club.
Crystal Palace have also shown an interest in the wide-man, failing with a £500,000 bid for him during the summer transfer window, though his next move may now be to a top Premier League club.
Both Arsenal and Tottenham are known for their fondness in bringing through promising young players, with the Gunners in particular changing their approach to give more opportunities to some English players with great potential in recent years.
