The 23-year-old has struggled for first team football recently, and despite Barcelona’s claims that they wish to keep him, he has been played just once this season.
The English duo will almost certainly face competition from a host of top European clubs, but the lure of the Premier League may be enough to convince the Spaniard.
Montoya’s agent Juan de Dios Carrasco has confirmed that he will be leaving the Nou Camp in January, so now it is a question of whether Arsenal or Liverpool are willing to meet his £16m release clause.
“He is going to go in January and all that has to be done is to reach an agreement with Barcelona,” he said.
“There are a number of clubs in England that are ready to negotiate for him and his buy-out clause is £16m.”
One major stumbling block however, could be the ongoing transfer ban that Barcelona are currently in the midst of.
If his release clause is met then the La Liga giants would be fairly helpless, but they may make the transfer more difficult if they are unable to bring in cover for the right-back.
