The 21-year-old has been in dazzling form in Serie A this season, drawing comparisons with Barcelona star Lionel Messi as well as Manchester City striker Sergio Aguero.
United are now stepping up their interest in the player, who has also been linked with big names such as Liverpool and Arsenal, and hope a £28m bid could be enough to bring him to Old Trafford.
Palermo have previously stated Dybala can leave for the right price, and United are ready to pay up for this top young talent.
