The 29 year old had been strongly linked with a move to Liverpool, the England man having turned down the offer of a new Etihad Stadium deal, but now chief executive Ed Woodward will look to lure Milner to Old Trafford.
Milner has struggled to retain a regular foothold in the Man City starting eleven and as such is looking to secure a move that will offer him a more prominent role.
The former Leeds United, Aston Villa and Newcastle United man can play in a variety of roles and could be tempted by a move to Man United.
Louis van Gaal will no doubt be keen to strengthen his squad this summer, with Champions League action having been secured, and Milner offers a cost effective this summer.
Milner is a hugely experienced campigner who is apparently pushing for regular action in a central midfield role and van Gaal may well be ready to offer the Man City man sufficient guarantees in that department.
