Per-the-source, the Blues want to sign the Wales international in order to increase their homegrown player options at Stamford Bridge.
The 23-year-old can play as part of a three-man defence or as a left-back, making him an ideal option for the Chelsea manager Antonio Conte.
Tottenham boss Mauricio Pochettino has often deployed Davies as part of a back-four with the Wales international rotating with Danny Rose on the left.
The report goes onto state that Chelsea are keeping tabs on Middlesbrough’s Ben Gibson and Burnley’s Michael Keane.
Premier League rules state that eight homegrown players have to be registered in a club’s squad.
Chelsea take on last season’s Premier League champions Leicester City in the League Cup on Tuesday before taking on Arsenal in the Premier League next weekend.
Tottenham meanwhile take on Sunderland today in the Premier League.
