Craven Cottage club will not let hit-man go to White Hart Lane.
Fulham have turned down a £10million approach from Tottenham Hotspur for striker Moussa Dembele.
Spurs tried to sign the 23-year-old in January but were again rejected after their bid was deemed too low.
The Belgian international, inbetween injuries, has enjoyed a good first season in England scoring three goals and assisting three in 22 starts, since arriving from AZ Alkmaar for £5million.
It is believed Tottenham boss Harry Redknapp offered a straight cash deal, but may come back with a similar bid and include Robbie Keane as part of the deal.
The bid was rejected before new manager Martin Jol was appointed, but the Dutchman is said to be intrigued with the idea of being reunited with the Irishman.
But Fulham, who have been offered Keane in the past, are turned off by his £65,000-a-week wages.
Spurs may now turn their attention to Espanyol striker Pablo Osvaldo or Brazilian star Leandro Damiao from Internacional.
