Liverpool have agreed a fee with Aston Villa for the transfer of England winger Stewart Downing.
Downing, 26, will now discuss personal terms and undergo a medical.
Villa chief Paul Faulkner said: “We’ve reached an agreement with Liverpool following an improved offer received today and the submission of a transfer request by Downing.
“We believe there are replacements available in the market who can strengthen our squad.”
He added: “We are also working hard to conclude a deal for a goalkeeper who we believe can also strengthen the side.
“As soon as we have dependable, conclusive information to share then we will do so.”
Last week Villa turned down the Reds’ opening £15m bid and it was understood that they were refusing to even consider a price for the player.
Downing would become Liverpool’s third major midfield signing of the summer following the arrival of Jordan Henderson and Charlie Adam.
He would also be the second high-profile player to leave Villa Park this summer following Ashley Young’s £17m move to Manchester United.
Downing, who has two years left on his contract, was said to be eager to make the move to Anfield particularly since talks on an extended contract at Villa Park had stalled.

Liverpool have finally agreed a deal to sign England international Stewart Downing and the Aston Villa man becomes the third summer signing for the Anfield side, following Jordan Henderson and Charlie Adam to the club.
The fee for the deal is reportedly £18m and brings Liverpool’s spending this summer to over £40m and including the £58m invested in January signings Luis Suarez and Andy Carroll and the club have spent just under £100m on signings in 2011 which goes some way to showing just how much the Merseyside outfit has ploughed in to help push Dalglish’s side back towards the top four.
Downing has had two consistent seasons at Villa Park following his move from Middlesbrough and now new Aston Villa boss Alex McLeish must deal with the loss of another crucial member of his squad, having already lost keeper Brad Friedel and Ashley Young to Tottenham and Man United respectively.
Liverpool are thought to be still chasing a left back signing but look likely to offload Milan Jovanovic and sold Paul Konchesky to Leicester City whilst Alberto Aquilani and Raul Meireles are strongly linked with moves to Italy.
