Nasri’s inclusion comes as a surprise as he was expected to complete a £25million move to Manchester City this summer.
The 24-year-old was suspended for the first-leg but if he plays on Wednesday he will be ineligible to play for City in the competition this season.
This may make the Blues call off their pursuit of the France international, or offer a reduced bid for him.
Captain Robin van Persie also returns to the squad following his suspension while teenager Ryo Miyaichi will travel to Italy as he has obtained his work permit.
The Gunners have named two lists, an A and a B, with Jack Wilshere possibly in line for a return from an ankle injury and he is back in training.
Gervinho and Alex Song, both suspended for the Premier League defeat to Liverpool are set for a return to the first-team.
