Any hopes Tottenham Hotspur may have held of appointing Franco Baldini appear to have been quashed after the Italian insisted he is fully committed as Roma general manager.

Spurs are looking to change their management structure by bringing in a technical director or recruitment specialist to aid current head coach Andre Villas-Boas.

Baldini, who spent more than four years as England’s assistant manager under Fabio Capello, has been heavily linked with a move to White Hart Lane.

But he told ESPN: “I have nothing to say on this matter, as I have an obligation over here with Roma. It is a long project to which I am committed.”

Former Barcelona technical director Txiki Begiristain has also been linked with a new role within Tottenham’s hierarchy.

Villas-Boas would welcome the appointment of a technical director, having worked under such a system during his time at Academica and Porto.

When Spurs sacked boss Juande Ramos and director of football Damien Commolli after just 8 games of the 2008/09 season, it looked as if the pair’s dismissal had brought to an end chairman Daniel Levy’s flirtation with the continental structure he favoured for the club.

Ramos’ quickly-appointed replacement Harry Redknapp would never had stood for a boardroom figure making transfer decisions over his head; Redknapp hated the ‘wheeler dealer’ tag that had dogged him throughout his career but nonetheless loved to find bargains in the market himself.

It’s safe to say that Spurs’ fortunes under Redknapp were far more positive than under the stewardship of Ramos and Commolli but Levy remains convinced that a director of football is the way forward, and the coming of Andre Villas-Boas seems likely to result in a new man in the boardroom before long.

It may alarm Spurs fans to learn that their head-coach is not picking his players, but there is a school of thought that suggests Villas-Boas has had almost no say on transfers so far anyway. The deal to take Jan Vertonghen to White Hart Lane was in place in Redknapp’s day, while Adebayor spent last season on loan at Spurs.

The Portuguese’s two top targets, Willian of Shaktar and Joao Moutinho of Porto, never arrived, with Levy instead plumping for the more cost effective Fulham duo of Moussa Dembele and Clint Dempsey. Put simply, the chairman has already been acting as a director of football in north London.

Levy’s wife is unwell and the Tottenham surpremo is spending more time in the USA looking after her, hence the need for a director of football. Spurs fans may be worried at the news after the lack of success of both Commolli and his predecessor Frank Arnesen but the truth is that very little is likely to chance at White Hart Lane. A director of football will simply mean more of a backseat for the chairman.
