Germain international Reus is expected to cost City around £30million, although striker Edin Dzeko could be used as part of the deal with Borussia Dortmund keen to sign him as a replacement for the soon-to-depart Robert Lewandowski.
Navas, who is a World Cup winner with Spain, has a £35million release clause in his contract, but Seville as so hard up it is understood that an offer of around the £20million mark will be enough to secure his signature.
Reus only joined Borussia Dortmund last summer from Borussia Monchengladbach, but has been a major hit at the reigning Bundesliga champions. He is understood to have turned down City at the time in favour of staying in Germany.
And that could once again scupper City’s hopes of signing the winger, who can also operate as a striker. Navas, on the other hand, would welcome a switch to Manchester where he would link up with international team-mate David Silva.
