Both clubs have money to spend and are in need of adding extra attacking firepower, something which has led them to Icardi.
Monaco have the windfall they received from the sale of James Rodriguez to Real Madrid earlier this summer, while star striker Radamel Falcao could also be heading for the exit before the transfer window slams shut at the end of the month.
Liverpool also cashed in on one of their stars, with Luis Suarez earning them a healthy £75m, and they have since been linked with a number of replacements including QPR front man Loic Remy.
However, the Reds opted not to go through with a move for Remy and are now on the hunt for another face to take Suarez’s place.
Inter are not keen on selling Icardi, but have slapped a €30m asking price on the former Sampdoria star’s head.
Icardi is believed to be open to a switch from Milan, and with both clubs able to offer him a route into the Champions League the final decision will be on him.
