After starring for the Citizens this season the future of Milner is in major doubt due to the nearing expiration of is current contract a the Etihad Stadium.
City have offered the 29-year-old a new three-year contract with wages of £80,000-a-week, but with the England international knowing he holds all the cards he had demanded four years.
If Milner were to leave the Premier League champions this summer when his current deal expires then Brendan Rodgers will face competition from Arsenal and Inter Milan for his signature, according to the Mirror.

Steven Gerrard to meet LA Galaxy head coach Bruce Arena for the first time this week
Ahead of his move to MLS in July the skipper has organised a face-to-face meeting with his new manager to get to know him before the switch to America, reports the Daily Mail.
Gerrard will follow in the footsteps of other England legends such as David Beckham and Frank Lampard and make the move across the Atlantic a the end of this term after over 17 years in the first team at Anfield.
Finding a replacement for the 34-year-old could be Rodgers’ biggest task to date.

Despite the fact there has been interest from England in the 22-year-old it is David Moyes’ Sociedad side that have made the first move to sign Ings, according to the Sun.
The Spaniards are prepared to quadruple the striker’s wages to £60,000-a-week and will offer him 40% of any future transfer fee in order to convince him to leave Turf Moor.
Ings has caught a few eyes this campaign – including Rodgers – with his impressive performances for the Clarets.
