The Toffees are no doubt keen to strengthen their squad at the end of what has proven a hugely successful season as Roberto Martinez looks to push onwards and upwards.
Martinez will lose the services of a number of loaned in talents with the Romelu Lukaku, Gareth Barry and Gerard Deulofeu all set to leave Goodison Park in the summer, hence the need to bring in permanent additions who can make an impact in the final third.
The 20 year old is currently enjoying a loan spell at Wigan Athletic and has scored 12 goals in all competitions and may just be a player the Latics also look to sign outright, especially if they manage to secure a return to the top tier.
A move to Celtic could also tempt Powell as it would offer the attacking midfielder a chance to ply his trade in the Champions League.
