The Blues have been linked with the Spanish international all season and reportedly made a offer to Atletico last month according Mirror Online.
But there now seems to added interest from England, and it appears that a fresh £21.7m bid has been made according to media outlet Fichajes.net (via Metro).
While the name of the club has not been revealed, both Manchester clubs have been mentioned in the report.
City are expected to overhaul their ageing squad in the close season, with manager Manuel Pellegrini already hinting to Sky Sports earlier in the week that he is looking to bring in “big name players’ in the summer.
Meanwhile United seem willing to spend at all costs in order to improve their squad as seen with the signings of Angel Di Maria, Luke Shaw and Ander Herrera, so a move for Koke may not be wide of the mark.
