The England Under-21 international has been strongly linked with a move away from the Hawthorns for much of this season, having made a great start in the Premier League and attracting interest from bigger clubs.
Liverpool are in need of new attacking players after losing Luis Suarez in the summer, while Spurs also look light upfront with Emmanuel Adebayor and Roberto Soldado badly off form.
Berahino could be seen as the solution by both teams, and while West Brom are asking for £23m for the player, it is thought that his own desire to leave the club could force the club to accept lower offers.
Liverpool and Tottenham now seem likely to be able to land Berahino for closer to £14m, which may prove a bargain for such a promising young talent and fine goalscorer.
