The Serbian interational has previously impressed as one of the finest attacking midfielders in the Italian top flight, though his form has dipped somewhat since leaving Fiorentina for Roma.
Still, Ljajic remains a popular target for Premier League clubs, having also previously been linked with the likes of Manchester United and Arsenal.
With a release clause of around £18m, the 23-year-old looks a tempting option for Liverpool and City as they both look to improve in attack next season.
