The 19-year-old defender has enjoyed a superb season in La Liga this term, looking like one of the most exciting prospects in Spain and attracting strong interest from bigger clubs ahead of the summer transfer window.
Although Chelsea do not necessarily urgently need signings at left-back, they may feel they could improve on the disappointing Filipe Luis, while Cesar Azpilicueta is not a natural in that position despite his fine form this term.
City could also do better than Gael Clichy and Aleksandar Kolarov in that role, and both clubs will be tempted by the fact that Gaya has a release clause of just £13.2m, according to the Daily Mirror.
Valencia have often seen their best players poached by bigger clubs, with the likes of David Villa, David Silva and Juan Mata among recent high-profile examples.
