Bender has been heavily linked with a move to the north London outfit in each of the past two transfer windows, which have kept in line with his rise to prominence in the German top flight.
Arsenal saw a £15m bid for the international midfielder rejected last summer, but reports in Germany are now claiming that Arsene Wenger has another offer lined up this time around.
Leverkusen are in no ruse to sell, and have made the Gunners aware of their stance, but Wenger believes a new and improved offer of £21m should be enough to convince them to reconsider.
Bender, who only penned a new deal to keep him at Leverkusen in October of last year, but is thought to be keen to move on from German football and would like to ply his trade in the Premier League.
The 25-year-old began his career with 1860 Munich before making the switch to the Bayer Arena in 2010. He has since gone on to make 127 appearances, scoring 13 goals in the process.
