The player is currently co-owned by both Roma and Cagliari, but despite the healthy offer it was Nianggolan himself that turned down the offer.
The 26-year-old is worth an estimated £15-£20m, so a hefty sum would have to have been submitted by Liverpool chiefs.
Roma picked up 50% of the player’s rights during the last January transfer window for a modest sum of just £14m, though they have so far been unable to broker a deal with the Sardinian outfit to be the sole owners.
Cagliari are reported to want around £7m for the remaining 50% stake, and they are not interested in giving up their position in the driving seat for any less.
Nainggolan will take this opportunity to renegotiate his current deal that expires in the summer of 2018, and could receive a £22,000-per-week.
