Left back Bertrand, 24, is behind both Cesar Azpilicueta and Ashley Cole in the pecking order at Stamford Bridge and has made a solitary Premier League appearance this season.
In contrast, the two-cap England international made 19 Premier League appearances last season under Roberto Di Matteo and Rafa Benitez.
The versatile left-footer, who can also operate on the wing, was the first player ever to make his Champions League debut in the final, as he started against Bayern Munich in the Blues’ legendary win in 2012.
Villa have both Antonio Luna and Joe Bennett as options at left back, suggesting Bertrand could feature higher up the pitch for Paul Lambert’s struggling side.
