The Reds had been highly impressed with the England international and had been hoping to bring him to the club this summer as they look to make some significant additions to their squad ahead of a renewed challenge for the Premier League next season.
However, the Saints are in no rush to sell, and will only consider letting him go if any interested party can match their £25m valuation.
Liverpool were prepared to go in with an opening £20m offer, but Southampton have made it abundantly clear that they are not prepared to open discussions for that price and will now dig their heels in to stretch the process out despite England manager Roy Hodgson claiming calling for all transfer activity to be wrapped up before the tournament kicks off in just over a fortnight.
Bayern Munich’s Xherdan Shaqiri is said to be an option should the proposed move for Lallana fall through.
