The Reds have been keeping an eye on the talented Colombian international all summer, but have so far frustrated by River’s £8m asking price.
However, the Argentine giants have since lowered that asking price to just over half of the original fee to just £4.3m, thus clearing the way for Liverpool to make their move.
“We value him now at £4.3million,” said River’s president Rodolfo D’Onofrio.
“The most important thing is that we can get the money now. We don’t want a loan or pay a small amount now. This is not possible for us.”
Liverpool have apparently eyed Balanta up as an eventual replacement for Daniel Agger, who has been tipped to leave the Anfield club before the end of the season.
Famed for his strength and power, Balanta is capable of playing both at the back and further forward in midfield, and his versatility will see him come in handy to Brendan Rodgers.
