Pardew is keen to strengthen his Selhurst Park squad this month and has been told by Swansea City that it will take a bid of £9m to land the former Liverpool man.
Shelvey is into his second season at the South Wales side but may be open to a move back to South London having started his career at Charlton Athletic.
Pardew is also keen on Shelvey’s team-mate Neil Taylor who is also being tracked by West Brom boss Tony Pulis.
Strangely Swansea City have also been linked with a supposed move for Fiorentina forward Mario Gomez with the former Bayern Munich man’s career stuttering since his move to Italy.
