One of Ezequiel Lavezzi, Javier Pastore, Jeremy Menez or Adrien Rabiot have been included as part of the extraordinary offer but it will not tempt Liverpool to sell the Uruguayan.
PSG are reportedly happy for the deal to take place either this month or at the end of the season.
Suarez, 26, has scored a staggering 22 league goals in just 16 appearances this season, including ten goals in a four-match spell last month.
The Uruguayan international went public with his desire to leave Anfield in the summer after Arsenal saw a bid rejected for the former Ajax player, but Liverpool refused to sell and Suarez has since looked happy on Merseyside.
Real Madrid have also been linked with a move for Suarez, who is desperate to play in the Champions League and will surely not remain at Liverpool if the club finish outside the top four this term.
