The Belgian international doesn’t seem to have a future at Stamford Bridge and is impressing during his season long loan spell with Everton, prompting speculation over his future.
Blues boss Jose Mourinho is looking to overhaul his front line at the end of the season, and Lukaku is believed to be available for somewhere in the region of £20-25m.
And City manager Manuel Pellegrini is rumoured to have entered the race as he looks to replace Edin Dzeko, who also looks to be on the move come the summertime.
Lukaku is seen as the ideal option, with the youngster possessing, arguably, better physical attributes than Dzeko.
Chelsea aren’t thought to be keen to do business with a direct title rival, but with City able to pay the full fee up front then the temptation to take the cash and run may be too great to resist.
Lukaku himself is probable to be open to the move, with City virtually guaranteed to be able to offer Champions League football.
