The South Korean form has been in fine form for the Bundesliga side this season and has been attracting interest from a number of top European sides.
The 21-year-old forward is out of contract at the end of next season and that could persuade the German outfit to sell.
Hamburg are keen to hold on to the player but would prefer to raise funds to strengthen their squad than risk losing the player for nothing next summer.
Liverpool are also thought to be showing an interest in the player but it now appears that Tottenham have stolen a march on their Premier League rivals.
Spurs boss Andre Vilas-Boas is desperate to bring in attacking reinforcements this summer and has made a new striker his top priority.
The club have played the entirety of the current campaign with just two recognised strikers in the form of Jermain Defoe and Manu Adebayor. Defoe started the season in blistering form but has struggled since January while Adebayor has been woeful all season, a slight improvement in recent games aside.
AVB is keen to ensure he has greater options at his disposal next season and is hoping to secure a move for Son Heung-Min over the coming weeks.
